Singapore is one of the few countries in the world to have mandated green designs for all new buildings since early 2008. The Building & Construction Authority (BCA) Green Mark Scheme encourages green awareness in the sectors of construction and real estate. Under the BCA Green Mark Scheme, buildings are assessed for energy and water efficiency, indoor air quality and environmental protection. By 2030, Singapore aims to have 80% of its buildings to be certified at least Green Mark Gold standards and the BCA has been stepping up efforts to encourage the retrofitting of tenanted spaces with energy-efficient fittings.

Today, 95% of Singapore’s electricity is generated from natural gas. More efficient power generation technologies are encouraged, and Singapore aims to raise the adoption of solar power from 143MWp currently to 1GWp beyond 2020. Singapore is investing significantly in new solar technologies and is deploying floating solar photovoltaic systems on its reservoirs; with a view to make its water treatment process greener and less dependent on fossil fuels.

The need for sustainable fresh water supply is clearly an increasingly important global concern today, with many countries actively seeking solutions for their water and environmental management needs. It is clear that in the coming years, the water industry will continue to enjoy robust growth and Singapore, as a recognized Global HydroHub, will be there to ride the wave of this new economic growth sector.  

 

Leading Sub-Sectors

Singapore’s Minister for the Environment and Water Resources has designated 2019 as the year towards zero waste. The National Environment Agency’s (NEA) key focus being food waste, e-waste and packaging waste. By 2020, NEA will implement a mandatory e-waste management system based on the Extended Producer Responsibility (EPR) concept. By 2021, NEA will also introduce the mandatory reporting framework for data on the packaging material and waste reduction plans. Businesses, such as brand owners, importers and large retailers including supermarkets, will need to start collecting information on the types and amounts of packaging they place on the market and submit plans for reduction to NEA. Large commercial and industrial food waste generators will be required to segregate their food waste from 2024. From 2021, developers of new large food waste generators will need to include space for on-site food waste treatment systems when they submit their building plans.

In view of the on-going developments taking place in Singapore, it is opportune for U.S. firms to engage the NEA and introduce their waste disposal technological capabilities and explore possible avenues to partner the NEA in achieving the latter’s desire in developing Singapore into zero waste nation.


Opportunities

Water technologies offer great opportunities in Singapore as the water industry is becoming more liberalized.  The national water agency, the Public Utilities Board (PUB), has opened its doors to private companies that want to test-bed projects using its infrastructure. PUB also gives out contracts to private companies to build, design and operate water plants. 

Desalinated water and NEWater (reclaimed water) are two weather-resilient National taps. Desalination and NEWater technologies, however, are energy intensive. Hence, Singapore is investing in R&D to improve the energy and carbon efficiency of its desalination and NEWater plants. U.S. companies with applicable technologies are encouraged to participate in future contracts offered by the PUB. American equipment manufacturers could also supply their equipment to the successful prime contractors of PUB projects.
