Design and Construction

Overview
The design and construction sector in Portugal has been growing primarily due to infrastructure projects that the government defined as priority investments mainly in transportation with the Strategic Plan for Transport and Infrastructure 2014-2020 worth 6.7 bilion EUR, as well as the Railway Investment Plan 2016-2020 worth 2 bilion EUR.
These investments in infrastructure include major upgrades and the development of new terminals at several ports across the country. The landlord model is used in Portugal which means that the port authority is responsible for infrastructure and operations are carried out via concessions or licensed private operators.
In alignment with the European Strategy for the sustainable competitiveness of the construction sector, as part of the Europe 2020 initiative, the Portuguese Government and the Portuguese Confederation of Construction and Real Estate signed a commitment for the sustainable competitiveness of the construction and real estate sectors that mainly focuses on building renovations and infrastructure upgrades, as opposed to new construction works.
The National Program of Investments 2030, which is expected to further stimulate the construction sector provides for several investments in the areas of railway, roadway, public transportation and urban mobility, environment and energy.
The Portuguese market for green buildings is growing and experiencing increasing demand by companies across various sectors looking to save on energy costs, while also becoming increasingly eco-friendly.
The construction of green buildings in Portugal is regulated by international bodies who grant certifications, such as LEED and BREEM.  The Portuguese market is an excellent opportunity for American companies to export their products and services. Companies from all sectors look to retrofit or construct new cost-saving and environmentally friendly alternatives to traditional construction.
There is a high demand for quality construction materials and knowledge in this sector.  American companies may compete in providing high quality goods in the market that are accredited according to international Green Councils and EU standards. The following products have the best sales potential:
  • LEED certified building products.
  • BREEAM (Building research Establishment Environmental Assessment Method) certified building products.
  • Products that are certified in reducing the usage of water.
