United States exporter is:

(A) a United States citizen that exports or seeks to export goods or services produced in the United States; or

(B) a corporation, partnership, or other association created under the laws of the United States or any U.S. State that exports or seeks to export goods or services produced in the United States; or

(C) a foreign corporation, partnership, or other association which is more than 95% owned by U.S. citizens or associations (as defined in (B) above) that exports or seeks to export goods or services produced in the United States.
